2013 Scholar - Blair Francis

U.S. Sen. Dick Lugar presented Decatur Central High School student Blair Francis with a four-year $20,000 college scholarship on Sunday, April 28, 2013, at an Indianapolis banquet honoring outstanding minority high school seniors from across the state.

Blair has spent much of his life training in Okinawan Shorin Kempo karate. He has achieved a 1st degree brown belt in this sport. Additionally, he served as an Ambassador for the New Tech Small Learning Community at Decatur Central High School.

As a member of the National Honor Society, Blair took it upon himself to revamp his school's tutoring program, creating a system in which students could locate tutors based on their area of expertise and days available for tutoring. He also created a new club at his school, the Video Programming Team. This team was in the process of creating a game that has “realistic weather patterns, historically accurate progressions of human history, and the ability for players to form their own nations and cities.”

Blair attends Purdue University.
